Getting Registered is Easier Than Ever!


  • A U.S. Citizen

Non-U.S. citizens, including U.S. nationals do not qualify

  • A Resident of the State of Hawaii

The residence stated by the applicant cannot simply be because of their presence in the State, but that the residence was acquired with the intent to make Hawaii the person’s legal residence with all the accompanying obligations therein.

  • At least eighteen (18) years of age

Hawaii law allows qualified individuals to pre-register at sixteen (16) years of age.  Upon reaching eighteen (18) years of age, they will be automatically registered.

Ways to Register

Online: Visit You must have a current Hawaii Driver’s License or State ID to complete an application online.

Mail: Print & submit a completed Voter Registration & Permanent Absentee Application to your Clerk’s Office.

In-person: Visit the Office of Elections or your Clerk’s Office to submit an application in person.

Applications are available at any of the following locations:

  • Office of Elections
  • Clerk’s Offices
  • State Libraries
  • U.S. Post Offices
  • Most State Agencies
  • Satellite City Halls

Late Registration: If you miss the application deadline, late registration is available at Early Walk In Voting locations in your county during the following dates:

Primary: July 30 – August 9
General: October 23 – November 3

Primary: August 11
General: November 6

Vote by Mail

The voter registration application also contains a section to request to vote by mail permanently. Applicants may complete this section if they would like to receive their ballots by mail for all future elections.

First Time Voters

If you are registering to vote for the first time in the State of Hawaii and are mailing in your application, federal law requires that your provide proof of identification. Proof of identification includes a copy of:

  • A current and valid photo identification; or
  • A current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address.

If you do not provide the required proof of identification with the application, you will be required to do so at you polling place, or with your mail ballot.


A person knowingly providing false information on a voter registration affidavit may be guilty of a Class C felony, punishable by up to five (5) years imprisonment and/or $10,000 fine. HRS §19-3.5

Primary: July 12, 2018
General: October 9, 201

Verify Your Registration Status

Registered voters will receive a voter notification card (“yellow card”) a few weeks prior to Election Day. Receipt of this card notifies you that you are a registered voter in the State of Hawaii. The card will indicate your voter registration status and your polling place. Should you wish to follow up on your voter registration application, contact your Clerk’s Office.

Update your Registration

You must update your voter registration if you changed your name, residence or mailing address. You can update your registration online or by completing a Voter Registration & Permanent Absentee Application and submitting it to your Clerk’s Office.

Cancel your Registration

Should you wish to cancel your voter registration, please contact your Clerk’s Office.
